I agree with you in the only way things could possibly change is to start turning these people in. MSO CATV contract management has really become a rotten barrel of apples. This used to be the exception and now it seems to be the norm. It might not be a bad idea to put the State Attorney General in the loop as well. If one person, in one location, does this then nothing will likely come of it but if hundreds of complaints and allegations are made, from multiple states and MSOs, then it might force some action.
