The way laws are, one slip could hold sombody liable for defamation of character, or loss of livelyhood. Likewise, the purpose of the reference requirement is to provide the ability to verify the experience and claims made by the bidder.
The evaluation can be only favorable or unfavorable, depending on the requirements of the customer or contract.
Good Luck but face-it, if you - or sombody else gives an unfavorable reference, you do have the right to know who, and why. You can then take it from there if you feel any laws have been overstepped.
