I'm not sure if this applies everywhere or if it is different because it is a contractor (sub). But when I was a manager for a security department (non-cable obviously) I believe it was illegal to give bad references.

If a good reference can not be given then people will generally just verify dates of employment. Unless I could give a positive reference I could not say anymore than the dates of employment.

You may have to check with the labor board in the state that you are questioning. Also, when you do, specify that it is a contracted situation and not an employee. That may make a huge difference. The contractor status may fall under the same as builders and general contractors or as a regular business.
