I dont know if the numbers are right. I worked for a company that owned 6000 subs nationwide ... we bought a system that was 300 subs. We stopped all the existing 6000 subs for a/o charge but continued the 300 we bought in an obscure area. Stopped that charge in 2000- I will look deeper into the comm. act. of 96 .. it is 335 pages! Thanks ...
