Another option would be to report them to the Better Business Bureau. Unresolved as well as multiple complaints do not sit well in the belly of a prospective new client. It may take some time but it could get their attention. But Kelley is right, take them to court in the jurisdiction where you were working. It sometimes will cost a small filing fee but you should get that back if the court finds you in favor of the judgment. You can also get reasonable punitive damages as well. And if that don't work there is always the dark alley and a thug for hire--lol.
