You might be right here but have you ever had an international backround check? They have to do 2 on me one in canada and one in the usa. If you have spoken to any one at FOS they will tell you that they will check every state that you lived and worked in. Just because were in the same country doesn't mean they communicate. Hell i have had speeding tickets in 3 differant states within the last 2 years but when my last employer did a backround check and ran my liscense i was shocked to get a clear print out. 237 doesn't seem that unreasonable when you think of how much it will cost them to get a working visa. My last to visas cost an average of 2500 one was a TN VISA and the other an L1B.
