Good Luck. I have a B.S. degree in business and it dosen't help. The standard business practices of the rest of the world aren't used. I've talked to several lawyers, and the law doesn't work. Cable is to fly-by-night. NESC rules obviously don't apply, you've seen the poles. How about a phone list of the Chambers of Commerce, and a list of the phone #'s of Insurance Companies. After that, it's a crapshoot.
