We are building a ftth network right now. And yes it is expensive. But the optical components are the most expensive thing and their prices are coming down. Also, you have to consider the advantages in the long run. Almost unlimited band width, no sweep and balance, no power supply maintenance, and no CLI. The savings in manpower and upgrading the plant will surely equal out the up front cost over time.
