Tax in cities of Ohio, if out of state resident

Just got sent a tax bill from a town in Ohio. Says I worked there
a few years ago. I am resident of Florida. Asked accountant and never heard of this tax law. Tax law says that "all companies" who do work in Ohio must pay the city where work was done tax. Even if not resident of Ohio.
