I am a licensed contractor in Oregon. I am not sure of the rules in Washington, but here are the rules that I am aware of in Oregon. With a contractor's license, I can run: coax, stereo and speaker wiring, security systems, door bells, garage door openers, and telephone voice, except cat 5 for data purposes. This requires a low voltage electricians license, which is not easy to get. You must be an apprentice for 36+ months. This makes it impossible for me to get one. I would suggest hiring someone with a license to run the data wiring because if you get caught it is somewhere around a $1000 fine per incident. Also don't try to work without a contractors license, unless you will be covered under someone elses. Check with the construction contractors board for more info on licenses: www.ccb.state.or.us.
