I have been on both sides of the equation and they both have their faults. I will not get into who is better but I can shed some light on the Lock Box situation. 1) The cable only belongs to the customer within 12" of penitration. 2) The reason they use lock boxes on CATV is simply theft prevention. You must agree it is much easier to steal CATV service. In your lower income housing theft is so prevalent that it would be irresponsible not to try and prevent it. 3) When done properly it makes for a much cleaner and professional installation. 4) As you see the move toward 90V systems become more common in telephony systems there is a whole other issue of liability and securing the connections to prevent injury.
