If I was you, I would approach the design manager or engineering manager and mention that the return isn't going to work with the 29 taps.
Do you have a contact within the system that you could send me? Sounds like they need a new engineering manager.

Been developing design standards for telephony and HSD for over 12 years. Formally from AT&T Broadband, if they need to know.
