If your answering to a "test" like SCTA or NCTI or OSHA..the correct answer should have been A)
But if you are wanting the correct "safety" steps to climbing.
1) Inspect all leather, belts, straps, gaffs for any sort of defects.
2) Do cut out check on gaffs at pole. Sharpen or not gaffs
3) install belt and gaffs on person with hardhat, gloves
4) stand at foot of pole, check safety belt is adjusted properly for the pole being climbed.
5) If not a "confident" climber, use safety belt "hitch hike up pole. (OSHA requested) not required
6) If confident climber "free hand" pole (climb without safety strap)
7) Once at you climbing/working hieghth, if possible strap off over phone/cable strand.
There are more steps but I think this may be overkill for you......
