I have read the responses and there are good suggestions out there. There is something else to consider. Since you spoke of levels at the CMTS, it is safe to assume that you have an upstream problem.
You speak of a very specific time frame, 2 hour increments. In past experience, we have run across, on more than one occassion, computer geeks that get pissed off at the cable company and generate white noise on the return during prime time. Two of them had them on timers!
May be a longshot, but worth keeping in the back of your mind.
