It allows you to splice say new .700 to either .500, .750, .625, etc... You use a pin fitting for one side and another on the other side for each size cable and cut them like they were being used on a 90 fitting. It is about the only way to splice different cable sizes without using a block splice. That is pretty much what it is, an aerial block splice.
