I've known Mark Hamilton and his crew that Orius picked up from U.S. Cable on more than one project. I never heard that Orius was getting rich off anyone's retainage. Maybe look at your project manager to see if the budget is been burn't. It's not like the old days when you knew the person that signed your check, just ask the guy's that worked for Moore, Argus,U.S., etc.. etc..
