VoIP phone calls going to fast busy


Customer VoIP calls going to a fast busy.  Started out as just a few customers, now it is becoming an epidemic.  More and more customers call with the problem.  Using Arris TM502G devices.  Customers have to reset everytime they want to make a call.  Has anyone else ever encountered this?  Any ideas about what we can try?
