I suspect that is the case also. We provide rthe basic tier, channels 2-22, 98 and 99 and the cable company umps onto our plant and provides everything above channel 22.
The provide 30 mg service in our system but 60 mg everywhere else. The claim that they cannot upgrade the speed unless we reliquish our analog basic and take their digital basic in place of. I think it is a play to force us to give it up.
