Thank you for the info. I've come across that document before. I believe Corning has one out there that's similar to this as well.
Unfortunately these mostly cover lashing and cable placement after strand has been installed. I'm really looking for more info that has to do with strand build-out. Tensioning, anchor placement (when and where), etc. Basically everything up to the point of cable placement.
