Don't know if you know this or not but when you pad the input you are using your highest carrier analog channel in your system. You also put the high channel before the low channel...20/25 is 20 on 81 and 25 on 2.  So to achieve 14 or 15 to the first chip on the board you would use a 5 or 6 pad and a 7.5 or 10.5 eq to start. Keep all the output pads at 0 to start and get your tilt correct. I personally used a 6 or7 db tilt at the freq's you're using.  Remember at this point you are just trying to get the spacing between to the two channels correct and we'll worry about the levels correct after the tilt is achieved.  Pads attenuate the entire spectrum 1:1 and EQ's attenuate about 4:1 w/ 4 being your low channel.  After you have gotten your tilt correct then pad the outputs of each leg to get to the levels you want.  


You're question about which is more important....both are equally important.  I wouldn't use the agc's but that's up to you.  But also know to turn off the agc's on your initial setup always.

I still would see where your roll off is starting, by this I mean do you have that roll off at your first amp out or is it starting after the first amp and what freq is the roll off really getting bad or is it a continual equal drop the higher you go.

Water is a common cause for high end loss and being that close to the coast I'd look for a corroded connector or faceplate.  Hard line connectors will suck water as will faceplates.  I've run several system on the salt water and it's murder on catv equipment and connectors.  Sorry if this is over simplified but it's a good place to start.  I always start at the simple and work toward the hard not the other way around.  Good luck and you can always pm me and I can try and answer any questions you have via the phone while you're on site.
