I would have to know how they are introducing sweep signal at the transmitter.  Some people fail to set up properly.  Usually an MSO tech has improperly established an insertion point and the receiver is seeing the transmitter having trouble looking at itself before the signal leaves the head-end.  This is only a guess, but it has been my experience when rv pads pullede they need to be replaced with terminating pads, also.  Without them you can expect false response from components within the node motherboard itself, like signature correction, rf detectors, etc., etc.  I hope the problem is with the signal insertion, I think they should be using DC-12, or DC-16 , not a splitter.
