If he is talking about drops, then I would thing it would be similar to a CATV drop. No deadend needed. Most aerial drops we put up, have no messinger wire. We use wedge clamps similar to telephone drops. Now days power companies are requiring the drops 18" to 36" (depends on the power co) from the pole on a Q clamp. There is a specification as to how far a mid-drop can pull the strand off center.
