That should have been STEP NUMBER ONE!   Checking for noise on the return and ingress..  


What is your plants operating gain?
Value and number of ports at the tap?
What is the value and how many ports on the TAP
Signal level "absolute NOT relative" on the EIA for the docsis carrier. TAB, GB, CPE
Tx/Rx..same locations 
Whare are your MER's reading?  
Pre's or Post on BER's?
CMTS Rx should be right at if not DEAD on 0 dBmV

Now that you have all your reference levels, do your math. 

Are you using Tivo Q?  If so do you have a MoCA adapter? If you do bypass it... Turn the TiVo networking settings to network.  It should read "MoCA+Ethernet"

Plug your patch cable into the ethernet port on the back of the tivo and in to your router...

Noise can be present and the modem still lock on to the CMTS... But the CMTS doesnt have to issue an IP to that MAC...

Ariel or UG?  If you had to pull your ladder or shimmy up the pole.. why not just pull a new drop?
