Re: Voltage on Center Conductor from House

I've had this exact same issue.  Rolled on TC for intermittent data and DVR power cycling.  My first choice of troubleshooting was to check for upstream noise and ingress.  As soon as I pulled the drop from the gb the sub comes out side and says he has NO power.  Step 2, volt meter. 110v coming off the drop, checked drop back to tap and hardline back to first active. Power line had been rubbing on a tree limb and was grounded out on the hardline. 3. Called power company dispatch and asked to speak with a linemen.  Sure enough they had lost a phase and our ground which was bonded to POWER, was carrying its load.  I apologize if this was answered further down the discussion.  Good Luck, Let me know what happens.

btw, PPE saves lives.
