32 years i have never seen messenger built in the conduit we have aways lashed interduct to the strand. Its the same interduct that we place in bigger conduct for underground. Im not saying that they don't make it but i have never seen it. I was letting him know what I know about it. Since 1990 I have done almost all freeway crossing in the state of utah and that is how they were done per owners three phone owners & four cable owners and they were all done the same way.
