Galaxy 19 problems

I am having trouble tuning in g19 for 3abn swap. When i tune it in on my birdog " current file and software" i get 87% signal strength and 25% quality but i cant get it to lock on the recivers? I'm using the parameters from glorystar to get what i get, but can't get it to peak on my meter. Any help would be great!
