Cable is fighting this and will never accept it
TimeWarner and Comcast are both lobbying against this. They want bandwidth to be a commodity.
It seems to revolve around Net Neutrality
Google and the Government want an un-throttled Net for one price while private business wants to charge teir packaging - throttling
