That is how it is supposed to be done. You don't want your cable back. You want your money.
As you correctly stated you can not just start cutting. Asking permission is enough to get the ball rolling.
Being able to find the HSP contractor is a big step. I can't find mine and I have a court judgment in hand. I am reading how to get an HSP listed as an employer and start over after my money.
