generator works/ switches don't.

I have just installed a genset into a bucket truck. Generator output is good, but the switches don't all work. I can actuate the movements from the paddles on the relays. It works like a champ. The left/right works from the switches, and the in out, but not the up/down. The voltage is there to move the boom, but the switches act like theres not enough voltage at them to make them operate the boom. Any help is greatly appreciated.
