Job Description
Title: Broadband Engineering Manager
Department: Broadband, Norwood Light Department
Status: FLSA Non-Exempt, 40 hours per week, non-union position
Salary: Grade S14 $1,855 - $2,442.94 paid weekly (Additional 5% for a Master’s degree in a related field)
General Summary: Responsible for managing and overseeing the daily operations of the Broadband Division. Also directs the design, construction, maintenance, and operation of the Norwood Municipal Light Department broadband system to provide cable television, Internet services, and Telephone services as the needs of the Light Department require.
Essential Job Functions:*
Oversees the design and construction of a CATV, VoIP, and Internet System (including headend, field work, etc.).
Responsible to maintain the entire system, which includes the Headend as well as outside plant.
Responsible for overseeing fiber optic network, including but not limited to plant requirements, fiber leasing fiber testing, installation of new fiber optic cables, etc.
Provides guidance for the Supervisory and Technical staff in the execution of their duties.
Assists with modifications and maintenance of the light department facilities including data and telecommunications networks.
Administers a marketing and sales plan for commercial and residential customers while leading marketing and social media team
Supervises and trains all personnel responsible for maintaining the Broadband system.
Complies with and enforces all safety rules and regulations.
Provides policy recommendations related to customer service, retention, and satisfaction.
Negotiates and manages cable television programming contracts and vendor compliance with same.
Assures compliance with FCC regulations and community franchise agreements
With the Assistant Superintendent for Broadband, develops, recommends, and manages Broadband Division budget.
Minimum Requirements:*
Duties require knowledge of Digital Headend, engineering, and broadband distribution equivalent to completion of a Bachelor’s degree and seven to ten years of related experience, or equivalent combination of education and experience. Engineering Degree preferred.
Design, construction, and troubleshooting experience in broadband distribution facility required.
Must possess a strong technical background and must have experience supervising headend and field personnel.
Must possess DOCSIS and HSD experience.
Working understanding of data networking and Internet Protocol.
Familiar with Fiber Transport technologies, associations, and processes.
Knowledgeable in operation of Norwood MLD owned aerial devices as required and in compliance with the manufacturer’s operation limits.
Knowledge of the principles, practices, technology, regulations, and laws related to cable television, Internet services, and telephone services.
Thorough knowledge of headend, internet, fiber, and VOIP principles and practices as they apply to broadband utility systems.
Must be able to perform the duties of the management staff in all areas of the Broadband division.
Ability to communicate technical information in an effective manner.
